David Clark initiates the creation of “National Medal of Honor Day,” which is the annual observance on which the Above & Beyond Citizen Honors are presented. Abraham Lincoln created the Medal of Honor which was first presented on March 25, 1863. Thus, Clark proposed that March 25th be set aside every year as a national observance to commemorate Lincoln’s historic act and remind the American people about the ideals represented by the Medal itself.
Clark helped Senator Daniel Akaka of Hawaii draft legislation to create this national observance which was introduced to the 110th Congress in January of 2007, and in an unusual display of non-partisan pride, the bill was unanimously passed by 436 members of the House of Representatives and 100 US Senators.
On March 25, 2007 the United States observed its first National Medal of Honor Day. In a ceremony attended by dignitaries, military brass and prominent members from both the House and Senate, Senator John Warner announced the creation of National Medal of Honor Day during an event that was covered by the NBC Today Show.
